What Did the Chief Minister Say?

Speaking at the launch, CM Suvendu Adhikari made it clear that only genuinely eligible women will receive the monthly benefit. He said the purpose of collecting detailed information through the application form is twofold — to ensure the money goes to the right people and to build a family database that can be used for other welfare programmes in the future.

“Our goal is to prepare a clean and accurate list so that the ₹3,000 reaches only those who truly deserve it. The form also collects family data, which will help us roll out more welfare schemes for these households,” the Chief Minister said.


How Long Will the Application Process Run?

The enrolment window will remain open for 90 days starting from 1 June 2026. During this period, applications will be accepted across every municipality in West Bengal through both online and offline channels. The process will be carried out ward by ward, with local MLAs actively supporting the drive.

Women will only begin receiving their monthly payments after they have completed the enrolment process.


How to Get Annapurna Bhandar Application Form?

Women can apply in two ways:

  • Online: Through the official scheme portal at socialsecurity.wb.gov.in
  • Offline: By collecting a physical form from the local municipality office or ward-level distribution points

What If You Cannot fill out the Form?

The Chief Minister acknowledged that not everyone will be able to complete the application on their own, whether due to lack of internet access, literacy barriers, or other reasons. To help such women, the BJP will organise public welfare camps across different areas on:

  • 15 June 2026
  • 16 June 2026
  • 17 June 2026

Anyone unable to fill out the form either online or offline can visit these camps and receive hands-on assistance from volunteers and officials.

What About Lakshmir Bhandar Beneficiaries?

Around 2.20 crore women were enrolled under the previous Lakshmir Bhandar scheme, which was introduced by the earlier TMC government. However, after a thorough verification exercise, approximately 30 lakh of those beneficiaries were found to be ineligible.

The reasons for disqualification include:

  • Their names had been permanently removed from the voter list
  • They were found to be non-Indian citizens
  • They had not applied to an SIR-linked tribunal or sought citizenship under the Citizenship Amendment Act (CAA)

Based on this screening, the Chief Minister estimates that the Annapurna Bhandar scheme will ultimately serve around 2 crore eligible women.


How Was Verification Done?

The government carried out a detailed verification process before finalising the beneficiary list. The checks included:

  • Screening against electoral records
  • Validating Aadhaar-linked bank accounts
  • Identifying and removing deceased, shifted, absent, or deleted electors from the SIR 2026 verification exercise

Importantly, women who have applied under the CAA or have approached an SIR-linked tribunal seeking inclusion on the voter list will still be considered eligible for the Annapurna Bhandar scheme.
